Apparently obstructing pavements with motor vehicles is no longer sufficient for some thoughtless individuals in Petersfield. Some thoughtless idiot has taken to laying trip hazards on the pavement I suspect in an attempt to stop people parking there. As a blind person I find this action breathtaking in it's ignorance and selfishness. Utterley appalling.

• As soon as someone removes the offending sign boards they are replaced. Sheer ignorance if there is a problem with parking contact the authorities like other people have to do.

• Hi Kevin, I thought I'd chime in, as this bugs me too. I want to help you out, and I encourage you to not let this go.

  What the council often fails to mention is whilst they can't ticket/move the vehicles themselves, they are perfectly capable of passing your report onto the police. Also, they may have better contact details to do so. I'd also argue that it is their job to do so, not yours. They are meant to be a Highways AUTHORITY. That means ensuring Highways are clear and safe. That includes pavements or cycle ways, and it ESPECIALLY MEANS HELPING THOSE IN NEED. I don't think any 'policy' excuses them from that.

  Telling those who are disabled, to selectively deal with parked cars blocking their way, via pestering the police (for every vehicle) is hilariously unreasonable. 101 is also NOT free, unless you go to a payphone, and it is morally wrong to tell disabled people to PAY for their own right of way. It is also unreasonable to ask a disabled person to navigate to a payphone to report the problem - especially if they can't keep the route clear! I believe it is the council's job, for example, to remove fallen trees/overgrown hedges. A car parked blocking the pavement is also an obstruction. The pavement is blocked, and THAT is what you are reporting. Doesn't matter what it is. There is no viable reason I have heard as of yet as to why a photographed and reported car can't be shifted by referring it to the police, but a tree can by referring it to contractors.

  Ultimately they could change the rules in Petersfield to disallow pavement parking by 'default', or put signs up disallowing pavement parking in certain areas. PCNs then would get issued. If a larger number of people in Petersfield were disabled, you could *guarantee* the rules would be changed. My belief is that this all boils down to it simply being easier to reject people who have trouble getting around than it is to deal with all the downright lazy pavement-blocking motorists. I wonder if this borders on discrimination?

  One other funny 'fact' I'd like to raise is there is apparently NO WAY of reporting vehicles blocking the pavement online to ANYONE, yet you CAN report pavement defects which could potentially be used as insurance claims. Funny that, isn't it?

  This is a serious matter. If you're lesser abled, and you have issues with getting around, do NOT let anyone get away with fobbing you off, no matter who they are. Make a fuss, and take it to the media if necessary. Lots of people will back you up.
