Abandoned trolleys

Sent to Basingstoke and Deane Borough Council and Hampshire County Council 2 minutes later. FixMyStreet ref: 1067076.

Incompetent morons not knowing how to replace Asda trolleys in the appropriate place. Instead, they find it acceptable to push them home and dump them next to the road. I took a 30 minute dog walk this morning and found 18 abandoned trolleys. I've contacted Asda (Brighton Hill) to introduce a refundable £1 charge for the trolleys, but so far, there has been no change. Could the council push for a change please? Asda and the council must be fed up of driving around clearing up after these idiots.
