Cut back hawthorn bush that overhands pavement

There is a hawthron bush on the fence of the C of E primary school at the end of William Street. As a guide dog owner I walk past this daily on my way to work. This morning I have come away with two very long sore scrathes on my arm as the bush is overhanging the pavement by quite a distance. Please could this be cut back as a matter of urgency. I'm only lucky that I had my arm up at the time to hold my shoulder bag in place as it would then have been my face that caught the brunt of the scratches. This happens every year and the bush is generally not cut back soon enough to prevent harm being caused.
