People adding to overflowing and unemptied household waste wheelie bins again

For the second month in a row, two household waste bins & now a brown recycling bin have not been emptied by the council.

The bins are left at the top of an unadopted road which joins the bottom of Bryn Street in Ashton in Makerfield.

I presume this is why the council don't empty them? Equally though, there is no other place to leave them than on the pavement outside a fast food outlet.

Either way, people are AGAIN making a public health issue far worse by dumping all manner of extra rubbish on top and at the side of the bins. There is broken glass, paving slabs, food waste.
