Rubbish dumped by bin men

The people in the block are putting their rubbish in the bin cupboards but as the metal bins are full they are putting it beside it in the bin cupboards. The bin men come to empty it and take the stuff beside the bins out so they can get the bin out to empty. They then put the bin back in and leave....... leaving the rubbish out on the street. It needs cleaned up and the bin men need to be told to stop leaving rubbish out on the street.
