4 shortgate road: constant rubbish overflowing

The residents of 4 Shortgate road, Moulsecoomb, continuously overflow their bin (today it is overflowing as you can see on the picture, even though the rubbish collection was just done on Thursday). Every week the overflowing bin gets ripped apart by seagulls, leaving rotten rubbish everywhere that we have to pick up as large rats have been spotted in the area. Could the residents of that house be told by the Council how to put their rubbish in their bins properly? It is a weekly problem.
