Belisha Beacon flickers all night

A belisha beacon located adjacent to Little Hill School which was reported on FixMyStreet a few weeks ago as flickering all night appeared to have been fixed tonight as a new bulb has been fitted (as it did stop flickering after a week after the last report when the original bulb blew) however, the light continues to flicker with the new bulb and as it is once again in direct line of sight of my bedroom - it is becoming once again, irritating and causing disturbed nights sleep.
