No signage, nor means of crossing for rights-of-way users

Public rights of way Roudham BOAT 20 (south) and Roudham RB9 (north) meet the A11 road here, opposite one another. But it is impossible for users of these ways - pedestrians, equestrians or drivers of non-motor vehicles - to get across. The A11 has been dualled, but not only has no proper means of crossing been installed, but a central reservation barrier was erected without even any gap, for right-of-way users to get through! Moreover, there is not even any signage to alert users of the road to the presence of this junction.
