Left turning motor vehicles

Since the Oxford road changes were made, a left turn is no longer permitted from Grosvenor st onto Oxford road. This is shown by a blue arrow to indicate right turn only and a right turn arrow on the lane.
The lane marking its usually hidden under queuing vehicles. The signage is only positioned on the right hand traffic light.
At least half of all motor vehicles using this junction in rush hour continue to return left, endangering cyclists using the Grosvenor st cycle lane and going alright on or turning left. No doubt some of these are doing so in willful disregard of the law, but I'm sure that some simply haven't seen the signage and have only seen the full circle green traffic light that normally indicates that all movements are allowed.
2 things need to be done . Enforcement of the law for a few days. Better signage. There should be a no left turn sign with "except cycles " plate on both sides of the road. The traffic light should be replaced with a right arrow light. A separate cycle light could be added to allow cycles make all movements.
There will be a serious accident here soon if nothing is done.
