Dangerus fault in gutter sufficent to unseat a bike rider.

I drove my car into the Sydenham hardware store in Ock Street Abingdon today and felt a hard bump as I drove over the pavement and into their yard so I got out and had a look. The bump was caused by a dropped water drain in the gutter which is the best description I can think off. It was sufficient to damage my suspension and I will have it checked tomorrow but leaving that aside I think the cover is dangerous enough to cause a cyclist to fall from their machine.
