Man parks on the path with all 4 wheels

The police have already asked this man not to park on the pavement but he just moves back when they leave. If the path is full he or his visitors will mount the grass verge at the front He has now moved his bins from the side of his house to get all 4 wheels of his car onto the path - this is not a parking space!!! We would like to use the path and stop walking on the road Parking there for more than 3 years so far! What can we do?

    Regrettably, current legislation does not allow the Council to carry out enforcement for pathway parking unless there is a restriction marked on the adjacent road. The only authority that can act on this as an obstruction is the Police to which you have already provided details of.
