Lost their electronic mind?

Sent to Hampshire County Council 5 minutes later. FixMyStreet ref: 1038608.
Whilst the road works seem to slow the traffic flow, the traffic lights at Segensworth, as well as St Margret's, roundabouts seem to have lost their electronic minds. In the past cabling and communications issues were a problem, has the the same occurred, or have they become 'dumb' lights having had the 'weight of traffic and flow' sensors cut? Queues back towards Fareham, with no other traffic flowing around the roundabout, seems to indicate there's a major problem somewhere...

Seems the old bugs in the system, between Segensworth and the J9 roundabouts, are back.
