Constant rubbish pile behind restaurant, unclaimed clinical waste bin, also never received bins, homeless and people gathering drinking all times of days

Down William Carey Way, behind all the shops and restaurants there are constant piles of trash and the street is always filthy, there has been an unclaimed clinical waste bin next door to the back of Mcdonalds for almost 2 years that is very off-putting. Also, myself and my neighbour in one flat building never received bins, yet two grey household bins have found themselves outside, which are often uncollected, and when I try to report a missed bin the Harrow website tells me I am outside the borough or that I have picked the wrong bin-type. There are always homeless people standing or sleeping around the Baptist Church side entrance and people drinking and being noisy and harassing at all times of day, particularly at night which makes it difficult to walk down feeling safe.
