Car parked in front of disabled car park space preventing use

Reported in the Car parking category by Howard Cunliffe at 11:01, Thu 30 March 2017

Sent to Lancashire County Council and West Lancashire Borough Council 4 minutes later

My mother has come to Skelmersdale Library. She has had a knee replacement operation and has an eligible blue badge. The disabled car park spaces are at the sde of the library. When she arrived only 1 space was free. She was unable to park her car because someone had parked their car in front of the dsabled car park space. As a result, my mother has had to park in the Skelmersdale Concourse car park and walk back to the library. Would it be possible for double yellow lines to be marked along the kerbs where there are no car park spaces? If this land is not owned by West Lancashire District Council then the landowner should be contacted.
