Unauthorised disabled space

Sent to Enfield Borough Council 3 minutes later. FixMyStreet ref: 1010923.
28 Chequers Way - a supposed disabled spot with unofficial markings and very faint markings. I parked there not realising it was apparently a 'disabled spot'. Returned to my car with a note telling me 'DO NOT PARK - this is a disabled parking space'.
I was obviously mortified but looking back it does not look like an official space and if it was there was no blue badge in the car that was intending on parking there.

Advisory disabled persons parking bays are bays marked in yellow. Although they are put there for disabled drivers No penalty can be imposed on drivers of cars who park without displaying a Blue Badge. Enforceable disabled persons parking bays are bays marked in white.

It literally looks like the person has drawn the lines on himself. Does that still count? Can my father do that outside his home as he has a blue badge or does it need some form of official markings by the borough?
