Parking on double yellow lines

We have fought and fought for over a year to have double yellow lines painted outside our home and they have finally been done and someone it still parking over our drive every single night and day and it's a pain because I'm a 24 year old who goes out all of the time and I scratch my car on bushes outside my home because I can't get in any out of my driveway properly. Something needs to be done because it is not fair.
