Three cars blocking pavement

Three cars blocking the pavement - parked outside cafe on Middleton Road. One is parked close to the lamppost making it impossible for anyone with a pushchair or on a wheelchair to get passed. The car park outside the shops is full of potholes, so the drivers won't use it, but why should pedestrians who use the pavement have to manoeuvre around the cars? I understand there are no parking restrictions on Middleton Road, but Leeds City Council needs to do something about this issue.
