Subject: URGENT: Environmental Nuisance & Public Health Hazard – Back Barlow Lane L4 3QS, Rear of Delamore Street, L4 3QP
Dear Environmental Health Team,
I am writing to you as I have submitted my request on a number of occasions to Liverpool Council but don’t seem to be acknowledged, therefor I am hoping you can help clear the waste or escalate to relevant department. I am reporting an urgent matter regarding severe, ongoing fly-tipping, active pest infestation and overgrown weeds along the whole alleyway that runs the entire length of Back Barlow Lane L4 3QP (located directly behind Delamore Street).
Site Location PIN and Links:
Alley Access Gate From: Chirkdale Street Entrance (53.438179, -2.973741) Main Dumping Area Full Length of Alley: Back Barlow Lane Yard (53.438561, -2.973148
This has been like this for almost 2 years now, and despite reporting this in the past to the council, nobody has ever responded to my requests, and the problem has only worsened by new residents doing as they please without a care in the world. Because the fly tipping is located further up the alleyway it isn’t visible from the alley gates off Chirkdale Street, L4 3SF, it is assumed from the outside to be clean, or out of site out of mind, but behind the gates it is a massive accumulation of all sorts of household and business waste along with dense weeds making it extremely difficult to open our back gates. I have more photographic evidence and a video walkthrough of the fly tip if you require it.
This is a result of ongoing dumping by local residents from Delamore Street and residents of Barlow Lane who also back directly onto this alleyway, as well as the car garage at the bottom of Beeston Street (Private business). I have witnessed this dumping with my own eyes. This is not an isolated incident, we have had nothing but waste and rats everywhere since the communal bins were implemented.
The situation has become an unbearable health and environmental hazard:
Severe Rat Infestation: I am inundated with rats in my back yard, including baby rats that on occasion have found their way into my house. I have even been launched at by them on a number of occasions when simply letting my dog out in the yard for a pee at night or to take my rubbish out to the communal bins. My daughter’s bedroom window directly overlooks this dump. She often here’s people late at night hanging around the alleyway or dumping rubbish undercover of darkness, she also has to wake up to this sight every single morning when she opens her curtains, and I can’t even open any of the back windows due to the horrific smell and the constant swarms of flies coming off the rotting waste or fear of rats getting in through the windows. Given that this poses a direct statutory nuisance, safety risk, and breach of local living standards I would like this to be resolved please.
Also, if budget allows it can Enforcement & CCTV be implemented to catch the culprits, or at least clearly visible signage showing what would happen should you be found flytipping and/or resident education on how to dispose of rubbish and heavy items correctly.
