Fence fallen on to public right of way.

Sent to Norfolk County Council 2 minutes later. FixMyStreet ref: 1002727.
Public path / right of way beside the public library in Downham Market. A wooden fence has rotted and fallen over, (see photos). Although pushed out of the way in the photos, this fence is often to be found lying on or across the public right of way, causing an hazard and denying access to the disabled. The land here may or may not be private but the path is a right of way and is therefore it is the responsibility of NCC to address this situation and, if necessary, to charge the work to the private landowner, whomever that might be.
