Blocked culverts under lynes lane

There is a double culvert under the lynes lane. There is a buildup of soil / silt. It is 99% high and at least . t6meters in. I have tried to clear but it requires heavy duty cleaning. If not cleared it will cause water to build up and flood the house. It has been many years buildup
