Persistent parking in turning point

Residents are using the turning point at the bottom of the road for long-term parking (there is a car in there at the moment that has been there for 3 weeks!). This is causing problems with delivery vehicles being unable to turn around and sometimes using people's driveways to do so, putting people's vehicles and other property at risk of damage unnecessarily. The weekly bin collection is also a major hassle for the chaps as they have to reverse the lorry backwards down the street to make the collection from the houses at the far end. Also, a year or so ago, a lorry struck a vehicle parked on the side of the road whilst having to reverse back up the road as there was no way they were able to turn around using the proper turning point as it was populated as always by other cars. Have seen similar reports on here (example is Ref: 243736) where the council have painted a KEEP CLEAR sign in the turning point and it appears to have helped solve the problem in the main.
