Trees overhanging my garden

Hi, I have two trees overhanging my garden which I would like to prune back. My neighbours don’t think they own them and they are outside my boundary fence. Assuming they belong to the council, can you cut them back, please, as they are overhanging my garden and creating a lot of shade? The trees are immediately next to a small side road which is part of Knollys Close.
