Rubbish on the line bank

The trees and scrubs have been removed and the green fence has started to be assembled on the edge of the line banks. There is a lot of rubbish and a trolley visible from our house and I am worried that the green spikey fence is going to be put up and the rubbish is never going to be removed. Can you let me know that this will be removed while it is still possible? This issue is behind our house on the line bank to the railway so I can not remove the rubbish as it is an offence to go over the fence. It is behind my house at the 54, 55, 56 end of Skipton Close. The issue has been noticeable since they cut back the shrubs but the rubbish looks like it has been there a long time. The trolley looks like it has been there a long time too. If it is not the councils job to remove this can you let me know who to contact as I don't want to see the rubbish forever and not be able to remove it. There is quite a lot.
