Dog fouling on public land & private property

It has increasingly become a problem that some people have let this area become a toilet for their dogs. The dogs are free to roam and do their business where ever they like. Of particular annoyance is having to clean up dog mess from my front lawn almost on a daily basis. This has been an increasing problem for over 12 months, and there are now around 6 or 7 dogs which are left to run free here.
