URGENT! Road sign at low level causing serious hazard to pedestrians

This afternoon (20th December 2014) I hit my head on a road sign which has been displaced, fortunately the skin was not broken but I do have a bruise. It is a large yellow road sign which is just above eye level creating a hazard to pedestrians to the west of Chiquitos Restaurant. It is attached to a post which has been bent and damaged presumably by one of the many lorries that park on the double yellow lines marked with no unloading. The sign says something like "Major Road Works on Waterfront A33".
