School parking in cul-de-sac

During term time the road outside of shaftesbury upper school is overcrowded by the school staff and students, making it almost impassable/usable for residents of the street, who have no other means of parking, while the school car parks are often almost empty due to the extra few hundred yards needed to be walked my the staff/students. Could the cul-de-sac be turned into a resident only parking area. Our biggest concern is what if emergency services needed to access the street? Obviously they have the right to access by any means even if it was to smash past the vehicles, but who does the cost of this action then fall to? With elderly parents living here i am more and more concerned by the selfish act of the persons parking in the manner they do!
