Tree sap

Hello i wonder if someone could help im contacting you on behalf of myself and 3 of my neighbors i live at 22 hilton road banbury ox16 0ej we have tree at the front of our properties that is dropping ridiculous amounts of sap onto everything and anything that's out at the front and back of our properties we are having to wash our cars every day of the week as its covering them in sap to the point where you can't open the window's as they are stuck shut if our children are out playing they are coming in with what looks like maggots in their hair and if we put washing on the line in the back garden we are having to rewash it as it's sticky form the sap and when walking into our drives you can hear your shoes sticking to the floor its not only a summer problem as one of our neighbours informed us during the high winds of last winter he recorded the tree moving a metre and as there are broken branches hanging in the tree of which some have fallen onto my next door neighbours car in the past we feel that the tree is starting to become unsafe if some could please contact myself or one of my neighbours it would appreciated.
