Dead willow tree

Dear Sirs, We would like to report a dead willow tree, located along the curbside, outside n°1 Longleat Close, facing n°13 Blenheim Road. It has not grown any leaves last summer and we have observed that it is now degraded at its base - it has probably had some disease and we are now concerned that this may result in branches/ the tree to fall on the longer run. We live on n°1 Longleat Close but we rent the property and are not sure whose responsability it is to take care of this tree. Many thanks in advance for your cooperation Mr & Mrs Sanchez
