Resident deliberately obstructing highway.

The owners of number 10 Harpsden Road Henley-On-Thames are persistently using two wooden trestles to reserve parking outside their house, obstructing an area of the road whenever their red Astra is not parked there. Parking is unrestricted throughout the road, including the area being blocked.
