Car parking outside driveway

There is a white 4x4 car has been parking outside on the road since mid May which causes access to a number of residents driveways difficult. When the car is parked over the entrance to it's over driveway it also blocks the residents over the ways by making it impossible to get in and out - space to turn is limited. Also with other cars parked on the road too are is limited space on the road but when large vehicle like buses, an ambulance or HGV try to came down there are issues.
