Staffordshire Terrier - Black

In the block of flats highlighted on the map on the corner of saxon close and borough avenue lives an adorable Staffordshire Terrier. I have spoken to the police and they told me to contact the RSPCA or similar however I am not sure if they are the correct / approporiate contact. In these flats lives a very friendly (albeit nervous) dog. The neighbours in Saxon Close have no problem with the dog in that it appears to be harmless, however there are other serious concerns that are obviously the owners fault. Firstly the dog appears to be underweight and I would be amazed if it eats properley as most of the time its opening bin bags etc for scraps. Secondly the owner NEVER walks it but just lets it out to run wherever it pleases, so it is often seen fouling on peoples drives, in the kinecroft park and the local green area. Also as it has free reign to run anywhere at anytime it is let out (daylight or dark), it is posing a very serious accident risk. Many times cars / bikes have had to swerve as it runs across major and minor roads; It is only a matter of time before an accident occurs or the poor dog is injured / killed. Many cats get run over in this area as it is used as a cut through by lots of people. As I say there is no problem with the dog itself but obviously the owner has no interest in it at all. Just to add I have extensive personal experience of dogs having in the past owned many / been a breeder / worked in the pet care industry, my main concern is for the dog as I would feel terrible if it caused an accident and / or got hurt in one; this has been going on for at least a year.
