Rubbish bin not collected full of flies and rats

The bin company (ODS) hasn’t collected the bin for the flats 272a and 272b Cowley Road for a month now. My neighbour and I have been reporting this issue for a month now. We’ve been in contact with Sally Parsons (Business Support Officer for ODS) and still no solution has been given. The bin is full of flies and we’ve seen rats as well. We reported to the Council and nothing has been done so the bin is in the middle of the pavement until the come and collect it as it’s disgusting having that by out entrance for the flats. Please we need help this is unacceptable.
