Overgrowing hedge on public pathway

This may be the wrong place to report but the pathway/cut through from St Bedes Drive to the Spilsby Road alleyway has hedges that overgrown which affects visibility down the alley and also is not leaving enough path for wheelchairs/pushchairs/people with young children. Please can this be cut back/reported to the owner of the land it is to be sorted please, thanks
