Broken step off a footpath leading to houses

Hertfordshire County Council has refused to accept this request citing that this is your responsibility. The footpath and steps between the rear of 456 and 484 Archer Road has been broken by grass cuttting machines. The step shown has sufficient missing to cause it to be a HEALTH AND SAFETY trip hazard and is in a poorly lit area which will increase the danger in the coming darker evenings.
