Water running onto main road in all weathers - ice hazard

On the northern side of Fontley road there is a drainage ditch. The ditch is blocked by the new entrance to the Al Madhi centre. Consequently the water backs up in the ditch and runs onto the road and streams down the tarmac to the dip at the Fontley Road/River Lane T junction. Water is streaming onto the road in all but the driest of conditions. I have observed this even in winter after 2-3 days of no rain. In winter this water will freeze causing black ice at a busy junction where vehicles break to turn into River Lane. Horses and cyclists also use this road. A drain embedded across the paved entrance to the Al Mahdi center (along with clearing of the ditch further down) would solve the problem by preventing water from spilling onto the main road.
