Indistinct road marking for area used by traffic turning right from dunchurch rd going south and then turning right into overslade lane

Do road engineers not know that in the dark and the wet their method for blanking out arrows on the road directing where traffic needs to be to turn right are not obliterated. In this location the arrow line instructs traffic to move into the middle of the road. But that arrow, still visible except in good daylight has been superseded by another arrow after the keep left bollard.
