Old rusty bicycle chained to lamp post

Somebody has changed a rusty old bicycle to a lamp post in front of my house. I put a polite notice on the bicycle asking the owner to not block my parking space but no one has moved it still. It’s also causing a trip hazard to pedestrians using the footpath. Cars regularly park on the side of the footpath and with the bike also chained there, it has narrowed the pathway further and is causing a danger to pedestrians.
