Caught unruly neighbour flytipping

At 1.39am on the morning of the 8/4/21... i saw a neighbour of mine, who is known to yourselves because of previous troubles, dumping a broken table outside our building, yet again. I have footage of him, although not that good, coming off the staircase at 1.39am, to dump the table in the picture. You can also hear him talking to himself saying "its cold". I have not put his name in this report, but i am quite willing to let the council know who he is. Thats if they haven't already guessed who i am talking about. He does this all the time and is known for it. He gets old furniture from all different areas of the estate, that has been thrown away, takes it to his house and hacks, saws and hammers it, probably trying to make something. Then when he has wrecked it, he dumps it downstairs outside our building. If its good furniture, he might swap it for something else in his house and then dump an item from his house outside the building. He is one of the main protagonists for this problem and should be told to desist.
