Layer of mud/debris on pavement

This section of pavement is the only path up the hill available to pedestrians trying to reach the steps to the footpath further up. Use of this route has increased in the last year and now the traffic is increasing. The mud on the footpath makes it slippery when wet especially if a walker is hurrying to get away from approaching two way traffic. The pavement should be cleaned properly or removed.
