Abandoned Cars ME20 6NT

I am a homeowner and my home is one of 12 properties on an unadopted road. One resident on our street, has abandoned 5 vehicles and a trailor full off rubbish on the road. This road, although unadopted, is also a public right of way as it leads to a public footpath and has street lighting for this very reason. None of the abandoned vehicles are taxed and as I am sure you can imagine the road looks awful. All the residents, bar the one responsible, are up in arms about this. There is also a resident on Bell Lane whose has access to her property via a gate on our road, who is up in arms about this. There is a rumour that the resident who has dumped the cars brought the rights to the road for £1.50, however whether this is legal or even possible I am not sure. Please can you provide me with any advice that you have as to how us residents can move forward to get these abandoned vehicles removed. Surely one person can not be allowed to inflict misery on over a dozen others, as this must start to bring anti-social behaviour into the equation. In addition, these abandoned vehicles will be bringing down the value of our properties, and we all work hard to pay our mortgages and improve our properties, so one individual surely should not be allowed to reduce the equity on another's property? I am prepared to involve my lawyer, but would be grateful as to any advice you may have.
