Bricks stacked on the grass

At the end of Dover Avenue at the junction of Bretch Hill there is a large amount of bricks and blocks stacked high. They have been sat there well over a year now. I am concerned as it is a high stack and there are many children that walk past it. I had to ask some youths to move on last week as they were sat loitering by them. As well as it being unsafe, it's an eyesore! It's on grass which is directly next to the path with no safety barriers. I do not understand why it's there. There is no building works being carried out and it's been there over 12 months now.
