Large amounts of mud on road

A local farmer has made an appalling mess of the road dragging huge quantities of mud on to it either side of the county border with Oxfordshire. I have never seen so much mud on a road. So much mud is on the road that for a good distance the road surface cannot be seen and it is also impossible to tell (on a bend on a narrow road) where the road ends and the verge begins. If we have much rain it is going to be dangerous - where the worst of the mud is there is a steep slope in both directions going down to the stream which marks the county border with Oxfordshire, with a bend and a narrow bridge at the bottom of the slope. Please take some enforcement action - we live in a society in which some arrogant people are increasingly allowed to get away with feeling that they are above the law. Farmers repeatedly make this kind of mess and nothing ever seems to be done about it.
