Dangerous and damaged fencing

The knee height fencing all down by the construction road at the bottom of Crowsfurlong, Benches Furlong and Mill Furlong is damaged, dangerous and unsafe. The area damaged is on council owned land and not by the housebuilders whom I believe still own the construction road. The fencing is on the side of the adopted roads and the council have been cutting the grass all summer. I have taken pictures, nail are sticking out and so are the metal clamps. Please can this be fixed immediately? As well as it being an eye-sore its dangerous with the metal brackets and rusty nails poking out.
