Bulky item still not collected after 1 month

I arranged a bulky item collection for 29th September from 1 OX3 0RG. 3 week wait. No collection. Called on 1st Oct and was promised collection within 2 days. No collection. Called again on 5th October, person who answered was useless. Still no collection. Please collect double mattress as soon as possible or will it happen faster if I report it as fly tipped in my front garden? Thank you
