Invasive Bamboo sending runners from neighbours garden under tarmac and aiming for drains

There is an invasive bamboo species which is sending runners under the tarmac and trying to get into the surface water drains in the communal car park. If you drive through the tunnel from Bromhurst way into the communal parking area you will see the plant on the left. We are concerned that it is going to continue to damage the communal parking area, drains and the entrance to the parking for all 5 neighbours that use it. At the nearest parking bay behind the plant the runners have spread under the tarmac to the drains and have bust through the concrete barrier on the edgeing of the car park footings.
