Manor House residents are abusing the shared recycling facility

The residents of Manor House are abusing the shared recycling facility. A minority of residents are throwing large plastic/bin bags full of rubbish in the shared area, placing large, upright cardboard boxes in front of the bins or placing general rubbish in the area (takeaway boxes from Giggling Squid most recently). As a result of overthrow and disregard of the rules, the council does not remove everything during the fortnightly bin collection.
