Unsuitable bollards

The centre bollards at the Hebe road/Southdowns road junction are made of plastic, in the 3 years i have been living here they have been smashed into several times by speeding cars. now they are in a dreadful state, the rubber base is lifted up causing a trip hazard to those crossing the road, and the actual plastic is dented and scratched. WHY does WWS highways not put in SOLID CONCRETE posts (which could be painted high viz) and set them in a raised concrete plinth with curb stones round. then the careless drivers would damage their own cars not public property!
