Overhanging shrub growth&footpath vegetation

Overhanging shrub growth forcing people out into an already but increasingly dangerous narrow stretch of road; the bottom of Norton Hill, Austrey. Footpath 'self-set' vegetation also an issue causing similar inconveniences. This curiously thin footpath section of the public highway should be free and accessible for all especially considering its vastly increased use from the nearby development. Why are some house owners not more pro active when it is clearly their vegetation that is causing an indefensible issue by ensuring their vegetation exceeds no further than their boundary, particularly in this case.
