Overgrown tree...branch has snapped off in heavy rain narrowly missing my car...dangerous?

The tree outside 29 Acacia Rd, Leamington Spa, CV32 6EF (my property) was not pollarded with the others in the street last year. Despite an email from my husband and our neighbour to the council several months ago, the tree has not been attended to. Branches have now started falling off when it rains heavily/when it's windy. Last week a large branch snapped and fell in the high winds, narrowly missing my car. We are now worried that the tree is unstable/dangerous to pedestrians, our family and my neighbour as we enter/leave our houses. Please could somebody come and take a look?
