Sapling, post and guard wire pushed over

Last night (Feb 20) a car or person has slightly tipped a newish sapling, it’s post and guard rail. Wet soil I guess. All now at rakish angle. it is on the crescent grass, the north most tree. I’m concerned would damage roots as not firmly entrenched and pole wobbles. It does not lean over road and does not interfere with pavement. (Though the sub category lacks an other) So more about trees long term survival. Thanks.
